Without such evaluation, reform risks becoming a repetition rather than an improvement. If previous policies faced implementation gaps, conflicting mandates, or unclear responsibilities, the new policy must clearly define corrective measures. Otherwise, the same systemic issues will continue to limit progress in the sector. Equally important is ensuring that institutions serving the public interest are properly aligned with the new framework, so their role in national connectivity remains strong and coordinated.
